This article relates to eastern North Carolina to the extent that Carbon Trading Credits have been in the works for a long time. Wall Street has figured out a way to make big money off of HR 2454 (Climate Bill).  The question to be answered is if Wall Street plans to make all of that money off the backs of hard working ratepayers in eastern North Carolina who basically have no choice in the matter.
